Seller won't refund

I had a seller write me this

I've been through now. Sry that I was'nt able to find WASP "MEAN MAN".
But the posive about this is that you only have to pay lesser shipping.
One more thing , my PC is out of order, at the I'm not able to refund you for the record and the lesser shipping (£12).
But I want forget that!!
