    Today I found out that buying records on discogs from non EU countries let's you pay VAT twice because the ioss number is not electronically integrated. I wonder who collects this extra money?

    The number is included in the customs data when the seller supplies it to the shipping company. That's what "electronic integration" means. What it does is tells customs not to charge you for import VAT. It has nothing to do with where the money goes.

    If you've been charged VAT twice go to Discogs help and type in "VAT twice".
